Native to Phrygia, an ancient country of west-central Asia Minor, place of an early Christian sect, the Montanists. McCarthy and Kraft (265n) see this as a reference to the beginnings of religious nonconformity, but it is also possible that Barbauld is referring to the Stoic philosopher Epictetus (A.D. 55-135) translated by Elizabeth Carter.
